Application Address and proposal Comments
22/00239/FULL 76A Warrington Road Paddock Wood Tonbridge Kent TN12 6HR. Erection of first floor side and rear extension. Cllr C Williams proposed and Cllr T Bisdee seconded that the Council have no ojection to the application subject to provision being made to deal with roof run off. 4 in favour 1 abstention. Carried

The Chairman advised the Cllr Mackie had sent round the completed template and background documents for the HIP. This would be put on the agenda for discussion at the next main P and E meeting where a decision would be made.

The Chairman reminded members of the online briefing from DHA regarding the Gallaghers Commercial development at Swatlands and asked members to ‘attend’ if possible and raise some of the matters highlighted by the South East Design team during the meeting to review the plans that Cllrs Moon and Williams had attended on behalf of the Committee. Concerns were expressed about the connectivity of the ‘green corridors’ several of which appeared to be obstructed by the layout of the buildings and about the

‘brutalist’ design character of the building .

21/02073/FULL Proposal for demolition of existing commercial unit(s), and replacement with 9no. 3-bed houses with associated parking and landscaping. | Rosemary Place Maidstone Road Paddock Wood Tonbridge Kent Permitted OBJECTION 1. Insufficient parking spaces allocated for 9 3 bedroo9m houses which would increase on street parking in Rosemary Place and on Maidstone Road which are already full especially at evenings and on weekends. 2. The entrance is too narrow for refuse and emergency vehicles and there is inadequate space for tuning these vehicles within the site necessitating either reversing into the site or out onto the main road. 3. There is a high risk of flooding in this area making it more suited to employment development than housing. 4. Housing is not in keeping with the industrial area – the existing houses in Rosemary Place are outside the industrial space but this is within and will be surrounded by industrial buildings. 5. Loss of employment space which is much needed in a growing town. 6. There are inaccuracies and inconsistencies in the application documents which could relate to another development
21/00600/FULL Retrospective application for parking, secondary access track and storage (shipping containers and waste bins) associated with existing industrial units, new permanent Gypsy and Traveller site (part retrospective) for 10 pitches, site manager accommodation, parking and amenity blocks, attenuation pond for surface water storage (including permanent pool) as well as proposed biodiversity and landscape enhancements | Refused Object on grounds: The Council support the comments from KCC regarding flood risk and highway matters and further object to this application ; The application is retrospective and should have been submitted lawfully in the normal manner. The site is in a flood zone 1 Highly Vulnerable and therefore unsuitable for residential use plus the additional risk of oil and chemicals from the site polluting the proposed pond and the receiving water courses. Whilst the applicant states there is no historic record of flooding this is because the land was not previously developed for any residential development. There is a trebling of the impermeable surface and this is unlikely to be mitigated by the proposed swale and pond.Their own acknowledgement of the need for warning measures as well as mitigation highlights the risk to life. The location is unsustainable for additional residential use as it requires travel by car to reach any amenities with the single track already busy and dangerous being used by heavy haulage vehicles. The single track private road is already experiencing a very high level of vehicle movements 7 days a week and these should not be increased. Access for emergency vehicles is poor

These were noted.
