NOTICE OF A MEETING OF PADDOCK WOOD TOWN COUNCIL TO BE HELD ON Monday 15th September 2025 at 7 pm in BRAMLING HALL, PADDOCK WOOD COMMUNITY CENTRE, MAIDSTONE ROAD
COUNCIL MEMBERS: Cllrs K. Braakensiek, D. Kent, (TWBC) A. Mackie, R. Moon,
M. Munday, (TWBC & KCC) B. Robichaud,
D. Sargison, J. Thompson, C. Williams.
Residents do not need to attend a meeting to ask a question of the Council. Questions can be sent at any time to the Council offices using the details above.

C49 DECLARATIONS OF INTEREST
Cllr Williams is a Director of the PWCCO Ltd.
C50 CO OPTION OF NEW COUNCILLORS
The Council’s current process allows for an anonymous ballot. This conflicts with the Standing Orders. Members are asked to resolve whether the vote should be anonymous or by a show of hands.
Eight applications have been received for 4 council seats.
Applications have been received from Brandon Cheng, Brian Burnett, Chitra Devi,
Sharon Kelly, Martin Sugg, Jennie Waters, Ann Wheatley, Rada Yanakieva.
Under section 1 (2) of the Public Bodies (admission to meetings) Act 1960 the following item should be exempt from the press and public.
Members will meet with all candidates individually. Candidates will be asked to wait in the Elizabeth Thomas Room during this process.
The meeting will be re-opened to the press and public for the voting.
Once the 4 new councillors have been elected they will be invited to Sign the Declaration of Acceptance and join the meeting.

C52 MATTERS ARISING FROM THE PREVIOUS MINUTES
a) C43 (e) – The £65,000 s 106 funds have been received and have been used to pay off a portion of the loan from TWBC.

C54 FORWARD PLAN
The group will meet again on the 12th September 2025 and a verbal update will be given at the meeting. (Group members: Cllr Braakensiek, Mackie, Robichaud, Thomspon & Williams)
C55 LOCAL PLAN
To receive an update from the Chairman on the current position.
C56 STAFF SALARIES
The National Joint Council has agreed a 3.2% pay award for all staff for the year 2025/26. This award is back dated to 1st April 2025.
C57 REPORTS FROM REPRESENTATIVES
To receive updates from representatives
(a) Chairman’s meeting – next meeting will take 15th September 2025. The Borough Council have also introduced a quarterly meeting for Clerks, which will also take place on the 15th September 2025.
(b) Paddock Wood Business Association – the Business Association is looking to organise some Christmas events and have invited the Town Council to attend a planning meeting on the 24th September. (Invitation has been circulated to members.)
(c) Bereko Committee – the quiz night will take place on the Saturday 20th September 2025.
(d) KALC –

(f) Hop Pickers Line –
(g) Youth Hub – a grant of £2750 has been received from TWBC for equipment.
(h) Putlands Leisure Centre – the next meeting will take place on 16th September 2025.
(j) Highway Improvement Plan – to receive an update
(k) IAG – next meeting will take place on Wednesday 17th September 2025.
Cllr Munday, vice chairman, will take the chair for the following item.
C58 COMMUNITY CENTRE
a) The next Liaison meeting will take place on Thursday 2nd October 2025.
b) The next quarterly FM meeting with the contractors will take place on the 24th September 2025. The Clerk and Estates Manager will attend.
