MINUTES of the Planning and Environment Committee meeting held on Monday 6th December 2021,

PE69 CHAIRMANS REPORT
- Matters relating to 21/01862/FULL |The construction of 60no. dwellings, associated infrastructure and landscaping (as an additional parcel of development to that approved under 14/504140/HYBRID). | Church Farm and Land Church Road Paddock Wood Tonbridge Kent.
The Chairman raised concerns regarding a letter from the applicant of the planning portal which referred to the offer of an agreement to increase the affordable housing percentage on the understanding that the application would be approved. Cllr C Williams proposed and Cllr R Moon seconded that the Chairman would write or email all members of the planning committee to express the Council’s concerns regarding this type of negotiation. Unanimous.
- Railway culvert West Rhoden-update to be provided by deputy clerk if available.
It was reported that there had been no apparent progress on this matter following the stakeholder meeting that had been hosted by UMIDB. There were still concerns regarding the West Rhoden drainage culvert under the railway in that the Town Council are of the opinion that it is not fit for the purpose of carrying surface water from the new developments having been designed purely to drain an agricultural field. There are also concerns that it currently requires clearance and no updates has been received from Network Rail as to whether this work has been undertaken or is needed. Cllr R Moon proposed and Cllr M Ridger seconded that Cllr Moon would contact Cllr Rogers who chairs the UMIDB and is the TMBC rep on the Kent Flood Risk Management Committee to ascertain if he is able to help move this matter forward in a timely fashion bearing in mind the critical role that this culvert plays in the drainage schemes for two new estates and the wider town centre and residential area. Unanimous.
- Paddock Wood Neighbourhood Development Plan. Chairman to provide update.
A copy of the Draft NDP has been made available to TWBC and to members along with the Design Code work prepared by Aecom. TWBC has been asked to commence an SEA screening of the plan and provide any comments on the draft which can then be reviewed prior to the Regulation 14 consultation. It is hoped that the Regulation 14 consultation will begin early next year. This was noted.
PE70 HIGHWAYS IMPROVEMENT PLAN
Cllrs Mackie and Ridger to provided an update. Following communication with the KCC officer who runs the programme the working party are concerned that ‘over promising’ might result in residents being disappointed by what is achieved by the various installations. There was discussion regarding traffic calming in Warrington Road which had topped the list of areas of concerns raised in the consultation process. There was no agreement as to which option should be taken forward first and the resident on the working party was to be asked to consult with residents in Warrington Road and take a sounding as to whether they would support the idea of ‘chicanes’ that had been suggested at the working party meeting. (Matter to go on next main meeting agenda.)
PE71 SOUTHERN WATER
There had been a number of incidences of sewage overflow in the area of Fuggles Close and Ringden Avenue. Members discussed whether these may have been caused by the works at this location or whether they were simply further examples of an already overburdened foul drainage system. Members also reported a stench of sewage along Church Road between the Ridings and the new development The Burrows. It was proposed by Cllr C Willaims and seconded by Cllr A Mackie that Southern Water should be contacted again and asked for their timeline for upgrading the existing pumping station and treatment works, completing the new pumping station on the development site and for connection of the new development to the system. Unanimous.

· There are no toilet facilities for employees · There is only one sink for both food preparation and hand cleansing · The chiller room opens directly onto the car park. Unanimous.

21/03681/FULL | Land And Open Space Goldings Paddock Wood Tonbridge Kent. Development of the site to provide 18 residential units, associated parking, landscaping and play space | · Cllr R Moon proposed and Cllr A Mackie seconded that the Council request that the application be called in to Committee at TWBC and object to the application on the following grounds:
· The egress onto Badsell road has poor visibility and is therefore a hazard both to people leaving the development and vehicles travelling along Badsell Road · The application and the comments from the parking officer acknowledge that there is insufficient parking provided for the number of dwellings. · In addition to this the proposal will result in the loss of an area of open grass space that is currently used as parking by residents of the flats in the Goldings. · The parking officer acknowledges that the area of the Goldings and Ringden Avenue already has insufficient parking for residents and this has been exacerbated by the loss of garage areas which have been given over to further development. The Council agrees with this assessment. · This area already suffers from regular foul drainage overflows in houses and the street and it is not clear how the outflows from such a sizeable development can be accommodated . No modeling has been provided by Southern Water to indicate that this can be added to the system at the same point as the large development at Mascalls Farm without increasing the number of overflows. · Paddock Wood is an area of critical drainage and as such the building over of green space and removal of mature trees at this location is ot acceptable. · Loss of amenity space and play space for children.
