MINUTES of the Planning and Environment Committee meeting held on Monday 5th of September 2022 at 7.45 pm at the Day Centre Commercial Road

PE26   APPROVAL OF MINUTES OF PREVIOUS MEETING

To APPROVE the minutes of the meeting held on 15th August  2022

These were approved and signed by the chairman.

 

PE27   PLANNING APPLICATIONS FOR CONSIDERATION

a)22/02239/FULL 27 Cheeseman Drive Paddock Wood Tonbridge Kent TN12 6GA. Proposed rear conservatory Cllr C Williams proposed and Cllr T Bisdee seconded that the Council have no objection to the application subject to there being a plan to deal with additional surface water run off from the increased roof area. Unanimous.
b) 22/02407/FULL 4 Chaffinch Way Paddock Wood Tonbridge Kent TN12 6XL. Proposed two storey side extension with dormer to front and internal alterations Cllr C Williams proposed and Cllr M Ridger seconded that the Council have no objection to the application subject to there being a plan to deal with additional surface water run off from the increased roof area and there being provision for a sustainable connection to the foul drainage network. The Council would point out that there is already a problem with parking congestion in the shared spaces at the front of the properties and this may be exacerbated if the additional bedroom results in an increased number of vehicles. Unanimous.
c) 22/02381/FULL 20 Le Temple Road Paddock Wood Tonbridge Kent TN12 6HY. Two storey side extension to replace existing garage. Cllr C Williams proposed and Cllr T Bisdee seconded that standing orders be suspended to permit Cllr Moon to comment. Unanimous  B.Cllr R Moon commented that the TWBC policy for parking provides for 1.21 spaces per dwelling and that the loss of garage space would worsen congestion in an area that is already subject to parking problems. Cllr C Williams proposed and Cllr T Bisdee seconded that standing orders be reinstated. Unanimous

Cllr C Willaims proposed and Cllr A Mackie seconded that the Council object to the application on the grounds of loss of parking. Unanimous.

This species of tree is iconic in and around this location and should not be lost. The applicant should plant a replacement of the same species nearby so that in 5-10 years when, in accordance with the arboriculturists report the tree will reach the end of its life the TPO can be transferred to the replacement.
22/01294/FULL Application for the stationing of 2 additional static caravans and 2 Touring caravans. Erection of communal day room | Funnel Piece Lucks Lane Paddock Wood Tonbridge Kent Permitted object to the application on the following grounds: Areas of the site are in flood zone 3 and therefore unsuitable for development The location outside the LBD and away from the town is unsustainable in terms of transport as additional vehicle movements will be required to access services, schools and so on. The application breaches the conditions placed upon the permission granted for the existing development on the site. Negative impact upon the surroundings of the heritage buildings in the locality. TWBCs Gypsy and Traveler Need Assessment prepared in support of the Draft Local Plan specifies a requirement for an additional 3 pitches, these have already been consented at Mile Oak Road so there is no further identified need to support this application

PE29   CHAIRMANS REPORT

Draft Local Plan Hearings –There was no further news.

The Chairman asked the Deputy Clerk to request from KCC for the raw data that had informed the result of the ATC surveys in Warrington Road.

The next meeting will take place at 7.00 pm on Monday 19th of September at in the Day Centre, Commercial Road, Paddock Wood.
