NOTICE OF THE ANNUAL MEETING OF PADDOCK WOOD TOWN COUNCIL TO BE HELD ON Monday 30th May 2022 at 7.45 pm in The Day Centre, Commercial Road, Paddock Wood
Residents do not need to attend a meeting to ask a question of the Council. Questions can be sent at any time to the Council offices using the details above.

BOROUGH & COUNTY COUNCILLORS UPDATE (10 minutes)
Town Councillors should submit questions a week in advance, if possible, to the Borough/County Councillor concerned (copied to the Town Clerk).

C5 MATTERS ARISING FROM THE PREVIOUS MINUTES
LOCAL PLAN update
- Revised Hearing Statement deadline for Matter 6 (strategic sites) is 11th
- There is an additional question for the Paddock Wood and east Capel Matter (Qu. 23)
- Tudeley Village Hearing will be on 14th June
- Paddock Wood and East Capel hearing is scheduled for 15th

The Council’s planning consultant will be responding to the additional questions and attending the hearing.

The council’s Governance Committee (formerly PPP) reviewed the following documents and have put them forward for APPROVAL by the Council:

(b) Terms of Reference
(c) Financial Regulations
(e) Health and Safety Policy
(f) Data Protection Policy
(g) Complaints procedure
(h) Freedom of Information Document retention policy and publication scheme.
C8 EMPLOYMENT POLICIES
The Personnel Committee reviewed the staff handbook at its meeting and has put it forward for APPROVAL by the Council.
C9 MEETING DATES 2022/2023
To APPROVE the attached meeting dates for the year 2022/23
C10 FINANCE
If any member has any queries regarding the payments, please contact the RFO by Thursday lunchtime.
(a) To NOTE the receipts list. – 273 – 300.
(b) To approve the payments list. Nos 935 – 975
(c) Audit – the internal auditor will attend the office on 26th May 2022. PKF Littlejohn have advised that the Annual Return should be received by the 30th June 2022. The Accounts and Annual Return will be presented to the Council at the meeting on the 20th June 2022.
(d) Grant to Scouts – £500
Following on from the previous meeting the accounts for 2019 are available for members. These are the most recent ones available.
C11 COMMUNITY CENTRE
Report attached.
C12 NEIGHBOURHOOD PLAN
The next meeting will take place on the 18th May 2022 when the results of the Regulation 14 consultation will be discussed.
C13 HIGHWAYS IMPROVEMENT PLAN
To consider a report from the Planning & Environment Committee regarding the HIP.
C14 CLIMATE CHANGE WORKING PARTY
Cllr Bisdee will be attending the KALC Environment Calculator Workshop on the 19th May 2022.
It is proposed to seek quotes for a Carbon Audit of all the Council’s buildings so that this can be budgeted for in the next financial year.
C15 ESTATES STAFF
Report attached.
C16 JUBILEE PICNIC
To receive an update on the plans for the picnic. Volunteers are needed to assist with stewarding the event.
