NOTICE OF A MEETING OF PADDOCK WOOD TOWN COUNCIL TO BE HELD ON MONDAY 21st March 2022 IN THE WINTER HALL, ST ANDREWS CHURCH, MAIDSTONE ROAD AT 7.45 PM

 

Residents do not need to attend a meeting to ask a question of the Council. Questions can be sent at any time to the Council offices using the details above.

 

QUESTIONS FROM RESIDENTS (15 minutes)

If you wish to speak to the Council about any item on the agenda, please see the updated Protocol for the Public attending Town Council and Committee meetings, which can be found on the website or can be obtained from the Town Council offices.

 

BOROUGH & COUNTY COUNCILLORS UPDATE (10 minutes)

Town Councillors should submit questions a week in advance, if possible, to the Borough/County Councillor concerned (copied to the Town Clerk).

C104  DECLARATIONS OF INTEREST

 

C105  MINUTES OF THE PREVIOUS MEETING.

(a)       To APPROVE the minutes of the meeting held on the 21st February 2022.

(b)        To NOTE the minutes of the Planning & Environment Committee meetings held on the 21st February & 7th March 2022.  The Committee have approved the Highways Improvement Plan which has been forwarded to KCC for consideration. (copy attached)

(c)         To NOTE the minutes of the Estates Committee meeting held on the 14th March 2022.

 

C106  MATTERS ARISING FROM THE PREVIOUS MINUTES

  1. a) ANNUAL TOWN MEETING – 11th May 2022

The office has been in contact with Kent Wildlife Trust for a speaker at this event.  Local groups who have received grants from the Council over the last year will also receive an invitation to attend and update everyone on what they have spent the funds on.

 

C107  FINANCE

If any member has any queries regarding the financial transactions, would they please contact the office prior to the meeting.

  1. a) To APPROVE the payments list. Voucher nos: 773 – 856
  2. b) To NOTE the receipts list 237 – 262
  3. c) The internal auditor will be carrying out the audit on the 26th May 2022.
  4. d) The council’s energy costs are being reviewed considering the increasing energy costs and will be moved to companies with the most favourable rates as and when possible.

 

C108  COMMUNITY CENTRE

To receive a verbal update regarding the future management of the building.

 

C109  NEIGHBOURHOOD PLAN

The regulation 14 consultation is now underway.  Open events will be held on the 18th & 19th March in the Day Centre.

The Town Council must formulate its response. It was agreed last month that a separate meeting would be held to discuss it.  The council’s response will need to be approved at the council meeting due to be held on the 19th April 2022. Available dates for discussion are Tuesday 29th or Thursday 31st March 2022, or Tuesday 5th or Thursday 7th April 2022.

 

C110  ELECTORAL REVIEW

To APPROVE the Council’s response to the review (attached)

 

C111  JUBILEE CELEBRATIONS

A meeting was held on the 8th March 2022 with local groups to discuss the plans for the Jubilee celebrations.  Cllr Williams will update members

 

C112  LOCAL PLAN

The Public Enquiry started on the 1st March 2022.  The first stage dealt solely with legal compliance.  Full details can be found at https://tunbridgewells.gov.uk/planning/planning-policy/local-plan/examination-of-the-local-plan#section5

Including the Town Council’s statement.

 

The Inspector invited responses to the matters covered in the first 2 days which will be submitted by the Council’s consultant.

 

The second stage will start on the 24th March 2022, with matters related to Paddock Wood being heard on the 1st April 2022.
