ES89 DECLARATIONS OF INTEREST
ES90 MINUTES OF THE PREVIOUS MEETING
To APPROVE the minutes of the meeting held on 12th February 2024.
ES91 MATTERS ARISING FROM THE PREVIOUS MINUTES
a) ES82 – Dog Fouling signs for the cemetery – to agree the attached signs. Please note the costs are for A2 signs, members need to agree on the size of signs required.
b) ES83 – Dog Fouling – pink spray paint has been purchased and will be used on the Town Council’s own premises. Signs and social media messages have been posted advising residents for the reasons behind the spray paint.
ES92 ELECTRICAL TESTING
To consider the attached reports and quotes for repair work.
ES93 FOOTBALL PITCHES
Elm Tree
a) To consider the attached Grass pitch improvement guide for the Elm Tree site and the grant scheme for improving the drainage at the site. A report is attached.
b) Flood lights – PWFC has installed floodlights around the senior pitch. Permission has not been sought from the Town Council or, if required planning permission. A letter was sent to the club in October seeking clarification. This has been followed up and it is hoped that a response will be available in time for the meeting.
General
c) Due to the ongoing wet weather the rugby pitch has suffered during training sessions. The Council is asked to consider banning teams from training on all its pitches during wet conditions.
ES94 FOAL HURST WOOD
a) Removal of dipping platform – to approve the costs. At the meeting in September members discussed whether they could carry out the work themselves. Following further discussions, it between the Chairman and Estates Manager it was felt that this would not be practical. A cost of £1240 was quoted in September and is likely to have increased by now. Members are asked to approve a sum of up to £1500 to remove the platform. This work will be carried out when the weather allows.
b) 25th Anniversary – see attached report
ES95 HANGING BASKETS
To APPROVE the costs. See attached.
ES96 MEMORIAL FIELD AND PITCHES
A request has been received from Putlands Veterinary Surgery for the use of 5 parking spaces in the Memorial Car Park.
ES98 MEMORIAL SAFETY INSPECTIONS
For information only.
The cemetery clerk and estates manager have started carrying out the 5 year memorial safety testing.
The Closed Church Yard has been completed and 7 stones have been found to be unstable. These have been cordoned off or staked. A further three have been laid down. As no records of plot holders exist for the Closed Church Yard a decision will need to be made by the Council as to the best way to make them safe. A Faculty from the Diocese will be required before any work can be carried out.
Inspection work has also started on the new cemetery and to date 7 memorial stones have been identified as unstable. These have been staked and the letters are being sent to the last known address of the Grant of Right Holders.
Under section 1 (2) of the Public Bodies (admission to meetings) Act 1960 the following items should be exempt from the press and public.
