23/03465/FULL – it appears not all the buildings have planning permission so there may need to be further retrospective planning applications put in. Cllr C Williams will look into this.

PE59    PROPOSAL FOR TEMPORARY NEW HOUSING DIRECTION SIGNS

Proposal for Temporary Directional Signs for New Housing Development (Churchill Retirement Living). The committee are happy for the signs to be put up apart from the sign positioned on Station Road. Cars can only turn down the road  from one side of Maidstone Road, making it misleading.

PE60   UPDATES

a) 18/03262/FULL (Land Rear Of 24 – 38 Commercial Road Paddock Wood Tonbridge Kent TN12 6EL) – With regards to the planning query Town Council had, a response was received from TWBC confirming the below:

In relation to the use of unit as a coffee shop that was restricted to an A1 use. I can advise that a coffee shop can include an element of food under the former A1 use class. Most coffee chain shops operate under the A1 use. Notwithstanding the Town and Country Planning Use Classes Order 1997 (as amended) was updated on 1st August 2021 under a national planning update. This changed the use class for the former A1 shop use to Class E and the former A3 restaurant, drinks and hot food use class also to Class E. Therefore, an A1 use would now default to Class E, which also includes food and drink. This position has already been directly advised to the Town Council by an Enforcement Officer this week, following the complaint.  For the reasons set out there is not considered to be a breach of planning control or use of the building.

b) The Remembrance Sunday meeting with the organisers took place on Wednesday 25th A further meeting is not needed.

c) Awaiting a date to set up a meeting with Troy Hayes to discuss the current consultation with regards to TWBC Local Plans most recent uploaded supporting documents. Troy has been in an accident so this may be delayed. His team will update us soon. Cllr C Williams explained we may need to apply for an extension if needs be.

d) A meeting has been requested with the Sports teams who use Paddock Wood Town Councils sports grounds. The date is set for Tuesday 8th October 2024 at 4:30pm in the Day Center, Commercial Road. This is to discuss the latest Local Plan consultation.

e) The meeting scheduled for today with project managers from KCC to discuss the Badsell Road junction, was cancelled. They explained they have no further update for the Town Council at this time and will reschedule when they are able to provide further information. Cllr C Williams explained she will email the KCC officers to express the committee’s disappointment and explain the request for the meeting was not for a further update but to discuss options and the concerns.

Cllr C Williams explained that the Joint Transportation Board meeting will take place on Monday 14th October. Cllr C Williams is not available to speak so will register Cllr A Mackie to speak and mention specifically the concerns over the Badsell Road junction.

PE61  CHAIRMANS UPDATE
