MINUTES of the Planning and Environment Committee meeting held on Monday 6^th of February 8, 2023 at 7.45 pm at the Day Centre Commercial Road

Cllr C Williams proposed and Cllr D Sargison seconded that the Council object to the application on the grounds that

· Planning permission was granted for 9 dwellings and there are now 10 so affordable housing and a S106 contributions should have been sought and provided

· There is no evidence that an abstraction license for taking freshwater from an aquifer has been sought or provided.

· The site is contaminated due to having been a scrap recycling site and therefore ground water would not be fit for use.

· Surface water from the pumping station building is proposed to be dealt with by soakaway which is ineffective on clay in an area prone to flooding.

PE72 CHAIRMAN’S REPORT

a)UPDATE ON TWBC DRAFT LOCAL PLAN

The Chairman drew members attention to a further letter from the Planning Inspector to TWBC asking for timescales and scope of works for the additional information that has to be provided in response to his comments regarding the Draft Local Plan.

b)POLICING IN PADDOCK WOOD

The Deputy Clerk read out an update from Kent police that had been provided verbally to the office.

The Chairman had visited the Persimmon development off Green Lane with the Chairman of the Town Council and advised members that the equipment in the main play area was not fit for use. The Deputy Clerk is to email the 4 borough councilors and ask them to take this up with planning enforcement or whichever department at TWBC is responsible for ensuring LEAPS and NEAPS are of a reasonable specification.

The Chairman asked Cllr Mackie to provide an update. Cllr Mackie advised that he had arranged a meeting as previously agreed and that Cllr Rodney Atkins had taken over as chairman of the HIP working party and was arranging a meeting with residents to decide upon priorities going forward. He would then have to report back to the P and E committee.
