MINUTES OFA MEETING of the Planning Committee held on Monday 5th August 2024 at 7:45pm at the Day Centre Commercial Road

Object due to the danger of a vehicle access point on a staggered four-way junction where vision is already difficult. This will increase the risk of collisions further with the additional use of the access proposed.

The plans and diagram only show access for a singular car. This will force cars to que to get in and out of the plot, forcing them to wait on the busy junction area, causing further risk.

The proposed drive and parking area appears small for emergency vehicles and bin lorries. The parking area may encourage refuse lorries and delivery lorries to simply pull up on Queen Street, causing further obstructions to the junction.

The junction dangers need to be taken seriously when revising the application. One of the main issues the previous application for this property was refused was on highway risks. There is history of accidents within the transport report confirming some of these accidents in recent years.

The proposal does not recognise the history of flood risk in the area. This is an area in only recent years surface water flooding affected homes and emergency services were on site pumping this away. A surface water management plan needs to be in place for this reason.

Parking is severely under pressure in this area, so allocated/private parking is crucial to these properties.

If the application is approved, TBWC should be mindful to add some form of a parking condition.

The plans are going to the boundary of the site with the next-door neighbours.

There is no surface water management plan with regards to the extra roof space, in an area that is affected by surface water flooding during high rainfall.

PE34   LOCAL PLAN UPDATE

Further to the last set of hearings in July, the inspection requested further documents and evidence to be submitted by Tunbridge Wells Borough Council. He has stated there will be a 6 week consultation period for these. This is summed up in the letter he addressed to TWBC and published at the end of July (available on TWBC website).

 

New guidance for planning inspectors has recently been published and comes into effect immediately.

 

PE35   CHAIRMANS UPDATE

Cllr C Williams and D Kent met with 2 residents who had concerns over the plans on the Badsell Road junction. These residents met with officers from KCC who explained the original plans are no longer viable due to flooding risk. Cllr C Williams suggests PWTC planning committee invite John Farmer (Major Projects Manger at KCC) to a planning meeting to discuss the matter.
