MINUTES of the Planning and Environment Committee meeting held on

Monday 4th of October 2021 at 7.45 pm

PE46                CHAIRMANS REPORT

The chairman advised members that the closure of the High Weald Academy would require  a further expansion of the Mascalls Academy to accommodate additional pupils from that area. C.Cllr Hamilton to be asked what effect this might have upon the proposals for the expansion of Mascalls in the Tunbridge Wells Draft Local Plan.

TWBC Planning Committee have approved the Council’s application for the Community Centre on the Memorial Field. The application would now go to the Secretary of State who is required to issue a decision within 21 days of submission so the decision should be made by the next main P and E Meeting at the beginning of November.

Residents have been asking what is happening as regards the major junction works to take place at the cross roads where Badsell Road joins Maidstone Road. It was noted that this was not on the list of KCC Highways planned works for this year. C Cllr Hamilton to be asked for an update on this matter at the next full Council meeting under matters arising as the question was asked at the last full Council meeting. Deputy Clerk to see if further information available from KCC officers or Berkeley Homes. This will enable members to inform residents accordingly.

Remembrance Sunday. A planning meeting for this event has taken place. There were some outstanding queries and these are being addressed by Councillors and the RBL. Members are reminded that volunteer Marshalls are required for the road closures that enable this event to take place. Cllrs Mackie and Moon said that they were willing to help if there are insufficient resident volunteers.

·       The loss of 2 parking spaces in the garage is not replaced elsewhere.

·       On Street parking is not possible at this location

·       In the event that permission is granted it should be subject to the building remaining as ancillary accommodation to the main house.

·       The previous comments which should be reiterated

·       There is still no report from the TWBC tree officer

·       The Council would like to see the modelling that demonstrates that the revised culvert construction does not worsen the surface water problems at this location.

PE49               AFFORDABLE HOUSING AT HOP POCKET INN:  To receive information and to consider the report prepared by TWBC for the Cabinet Meeting held on 23 September 2021 (Previously Circulated).

Members discussed the need for affordable housing in the town and welcomed this provision of 10 low rent flats subsidised by a commuted sum from another development in the Borough.

 

PE50               PLANNING AND ENVIRONMENT ISSUES FOR FURTHER DISCUSSION:

                        The Chairman had a further meeting with the Design South East team regarding proposed development to the east of the town. DSE and the Developers to be provided with the updated Access and Movement policy from the PWNP when it is available.

Members discussed this matter and expressed concern regarding the capacity of the local roads, in particular Church Road to accomodate any additional traffic flows.

 

Members had attended a TWBC meeting to discuss flooding matters in Paddock Wood. It was suggested that the Deputy Clerk should forwards to the TWBC resilience officer the proposals

Regarding the culvert from Church Farm under the railway that had been prepared in discussion with Network Rail and UMIDB.

 

Highways Improvement Plan.

Members discussed the results of the survey that had taken place and the options that had been most popular according to the results of the survey. Cllr C Williams proposed and Cllr A Mackie seconded that standing orders be suspended in order to hear comments from a resident. Unanimous. The resident outlined people’s concerns regarding speeding and HGV use of unsuitable residential roads. She also offered to help with preparation of the HIP.

Cllr C Williams proposed and Cllr A Mackie seconded that standing orders be reinstated. Unanimous. Members discussed the results and the Chairman asked for a small working party to be set up under B Cllr Bill Hills who had offered to assist with the HIP to review the results and come up with 3 clear proposals in accordance with the survey results and to draft a HIP on the KCC Templates for consideration by the Town Council for submission to KCC. Cllrs A Mackie and M Ridger and a resident offered to be on the working party.
