The minutes of the meeting held on Monday 21st October 2024 were approved.

128 Warrington Road, Paddock Wood, Tonbridge, Kent, TN12 6JL Demolition of existing conservatory and construction of new, part two storey, part single storey extension Cllr C Williams proposed, Cllr A Mackie seconded:

 

Object on the grounds the application is over intensive on the site situated between two properties. It is out of keeping with the scene of the road. The proposed extension would appear to be visible from walking past the property. Proposed bedrooms 3 and 5 (on either side of the property) cause overlooking into both neighbouring properties via the proposed windows.

The proposed development would cause loss of light for 126 Warrington Road.

There is insufficient parking for a 6-bed property on a street where parking is already difficult as it is located near a busy junction and school causing disputes during drop off and pick up times. The road consists of dropped kerbs causing insufficient on street parking. The drive of 128 Warrington Road appears to only fit 2 cars currently.

There is no information on the management of surface water from additional the proposed additional roof or information on how the fowl water drainage will be managed from the additional bathroom.

 

Residents of 126 Warrington Road attended the Town Council Planning meeting and raised the below concerns;

·         The property has previously been extended.

·         Expanding from a 4 to 6 bed property is over intensive and not in keeping with the other properties on the road. This would make it the largest property.

·         The extension will be visible from Pinewood Road, Warrington Road & Forest Road.

·         The proposal included the addition of windows looking into 126 Warrington Roads current side windows. The large extension will overlook into 126 Warrington Road as well as the garden.

·         The driveway was previously extended and now fits 2 cars. No further space for additional cars this application may cause.

·         Proposal will cause a huge loss of daylight to 126 Warrington Road as well as overlooking both neighbouring properties gardens.

In conclusion the double story extension is far to overbearing for the site and neighbouring properties. Residents would feel less strongly if it was a more modest ground floor extension perhaps.

Whilst Town Council do not object, it is noted there is no information on management of the surface water from the additional roof space as well as any waste from the garage.

Recommend a condition of sought to ensure the building does not become accommodation in the future.

Land To The Rear Of , 47 Maidstone Road, Paddock Wood, Tonbridge, Kent, TN12 6DG Removal of existing buildings & Erection of 3 dwellings with associated works (REVISION TO 24/00781/FULL) Cllr C Williams proposed, Cllr A Mackie seconded:

 

Object on grounds of highway safety. The entrance into the site is still dangerous. 47 Maidstone Road door opens onto this entrance which is unsafe with an increase of cars using the this. The right of way is still not addressed for this entrance either. The visibility and use of Maidstone Road causes a risk. Please refer to these concerns that are addressed in Town Councils comment on the previous application on this site.

Access for emergency vehicles is still not an easy option. This again has not been addressed. Please refer to Town Councils previous comments on this concern.

Japanese knotweed is still not mentioned in this new application. It has been sited and yet not addressed. Removing Japanese knotweed is a long-term treatment plan so needs to be addressed with a survey.

 

In conclusion the areas of concern from the previous application have still not been addressed and cause concern to Town Council and residents.

PE73  UPDATES

a) Badsell Road Junction – Barry Stiff (senior Project Manager for KCC) contacted PWTC with the following update on the Badsell Road junction:

I’m contacting you to advise that we have engaged a survey company to undertake a Ground Penetrating Radar (GPR) survey of Badsell Road and Maidstone Road to locate the accurate position of buried utility apparatus. This will help with our understanding of the potential impact on existing utility apparatus in developing our design.

 

Due to the constraints of having traffic management on the road, the work is being undertaken overnight on 23 and 24 October, between the hours of 1900 and 0500. The work is non-intrusive, carried out on foot and is not noisy but will require the existing junction signals to be switched off, and replaced with temporary 3-way signals and other associated traffic management to enable the survey contractor to undertake the works safely.

 

They will also be surveying the land to the west of Badsell Road at the same time, but this will be carried out on 23 October during daylight hours ahead of the traffic management going out.

 

The Deputy clerk will continue to chase for a meeting to be set as previously requested.

 

b) Local Plan – Chairman Cllr R Atkins, Estates Chairman Cllr J Thompson, Cllr A Mackie & Cllr/BC M Munday met with Carlose Hone (planning officer), Kevin Hope (planning officer), Cllr P Wilkinson & Cllr Matt Lowe from TWBC to visit Paddock Wood sports sites to discuss current facilities and future options.

 

The deputy clerk will organise a further meeting with the planning officers to continue these discussions.

 

The deputy clerk will also organise a meeting with Town Councils consultant, Troy Hayes, prior to the additional hearing set for Thursday 14th November 2024. Cllr C Williams will be in attendance to support Troy Hayes on the day.

 

PE74   CHAIRMANS UPDATE

Cllr C Williams reminds the committee of upcoming training dates that the town clerk has circulated recently. Areas that may support the Cllrs were Neighbourhood planning training and Heritage planning. Please contact the town clerk or deputy clerk for further information.
